Paul Spencer is an active member of the OASIS Technical Committee, and developed the XML Schemas for EML and the means of customising the schemas for various types of elections. He also developed the customisations for UK public election pilots and for the online electoral registers (CORE) project.

The March 1999 white paper Modernising Government set a target of all dealings with Government being deliverable electronically by 2008 (later changed to 2005). It also made a clear commitment for people to be able to notify different parts of government of details such as a change of address simply and electronically in one transaction. This required systems to inter-operate and so led to the formation of the Office of the e-Envoy (OeE), the Interoperability Working Group (IWG) and the development of the world's first e-Government Interoperability Framework (e-GIF) as a cornerstone specification for the UK’s e-government strategy.
The first edition of the e-GIF was published in 2000, and new editions have been published at regular intervals since. During this time, Government re-organisations led to responsibility moving from the Office of the e-Envoy to the eGovernment Unit and then to the Cabinet Office Transformational Government team. Also during this time, various e-GIF related activities were started including an e-GIF Compliance Service and Accreditation Authority. The role of the Accreditation Authority is to certify both individuals and organisations as competent in the e-GIF.
The UK e-GIF has been widely used throughout the world as the basis for other national Government Interoperability Frameworks.
Paul Spencer was present at the initial meeting that set up the Interoperability Working Group. He then represented the Office of the e-Envoy on the Interoperability Working Group and various sub-committees. Apart from his contributions to the e-GIF itself, his role was to lead and participate in consultations on related activities that form the e-GIF Registry. These include guidelines for developing XML schemas, the Government Data Standards Catalogue, the set of XML schemas that support this and various metadata and other initiatives.
Paul has worked on behalf of the OeE and under other contracts to promulgate the e-GIF to various Government departments. He also developed and led a training course on the use of XML within the e-GIF that was run monthly for a year on behalf of the OeE, and later under contracts with several Government Departments and Agencies.
On behalf of the eGovernment Unit, Paul was invited to join the steering group for the e-GIF Accreditation Authority, and was the first person to reach the Expert level of individual certification. He continues to work on projects that leverage the e-GIF to aid interoperability between Government systems. As a result of his UK work, Paul was commissioned to write an e-GIF for an overseas Government.
