Paul Spencer is an active member of the OASIS Technical Committee, and developed the XML Schemas for EML and the means of customising the schemas for various types of elections. Case Study - Danish InfostructureBase

Project Scope

The Infostructurebase is a registry and repository used as a collaboration tool for the information society. The Infostructurebase is a part of the Danish e-Government Project and a strategic element in the architecture for e-Government. The main purpose and value is to support exchange and reuse of data related to public and private service delivery, including cooperation, business reengineering and alignment of related services.

The infostructurebase contains four sections:

Project Description

Paul Spencer assisted the Danish Ministry of Science, Technology and Innovation in its procurement for this project.

The project was in two phases. The first of these was to review the procurement technical specification and recommend changes to ensure that the Danish Government gained the maximum benefits from its procurement. The second was to review the tenders and score each on its technical merits. The assignment resulted in a clear winner in the procurement, and recommendations for technical changes when it became time to implement the system.
